Former Minister and Rongo Member of Parliament Dalmas Otieno has died. Otieno, 80, was found unresponsive at his Kileleshwa home in Nairobi on Sunday, September 7, 2025. Fred Otieno, the late former minister’s son, said a house help found Otieno unresponsive at his Kileleshwa home in Nairobi. The former lawmaker was taken to the Nairobi Hospital, where he was pronounced dead on arrival. The body has been moved to Lee Funeral Home in Nairobi. Otieno served as a minister in Presidents Daniel arap Moi and Mwai Kibaki government. He was first elected to Parliament in 1988. He lost his seat in 1997 general election when he vied on KANU ticket. He reclaimed the seat in 2007 and 2013 elections. He later served as a commission of the Salaries and Remuneration Commission. Otieno was born in 1945 in Rongo, Migori County. He served as minister for Industrialization, Labour, and Transport and Communications during his early political life, and later played a central role in digitizing government services and modernizing civil service operations. He was the founder of Thabiti Finance. Otieno was also known for his intellectual depth and desire to transform the lives of his constituents. He pushed to eliminate all thatched huts in Rongo area, proudly saying that today one can crisscross the entire Kamagambo without finding a single grass-thatched house. Meanwhile, mourners are gathering at his Kangeso home in Rongo, Migori County for funeral arrangement.
