Raila wants MPs to keep off constituency development funds

ODM leader Raila Odinga has accused members of the National Assembly of overstepping their mandate and undermining devolution. Raila said the lawmakers were by taking over roles meant for the devolved government units. Speaking during burial of former Kisumu East Town MP Kenn Nyagudi in Gem, Siaya County on Friday, April 11, Raila criticized the MPs for running construction companies and awarding themselves contracts funded by the CDF. Raila said construction projects should be managed by county governors. Raila said the MPs have used the National Government Constituencies Development Fund which to take over county government responsibilities. Raila said that the courts have ruled that NG-CDF was unconstitutional. He added that if the MPs don’t change CDF will be an election issue in the 2027 polls. Raila also raised concerns regarding MPs controlling Roads Maintenance Levy Fund. “MPs' role is legislation, oversight and representation, they have no business building roads, hospitals and schools,” Raila said.
